Can a 4th axis CNC mill essentially do CNC lathe turning?

I'm a rookie in the world of CNC machining to forgive my ignorance, but I want to know if a 4-axis mill CMC in essence, you can equivocal operations of a CNC lathe? What puzzles me is that the "4th axis" is a head the turntable and tail stock that sits on the mill table, does this mean then that is capable of turning operations with it? Yes, of course, if established to do so. I am a Machininst by trade. I know about the CNC, but have little to do with them. I am running a manual machine shop, CNC is not in it. But, you really do need the axis 4 in turn, much like you would on a lathe. Since the Z axis, which comes down in part is becoming, can be converted turn slightly in ways that turn the exterior of a piece in the same way that in turn, a piece on a lathe.
